From RCT to regional budget line in three years

Morogoro Regional Council ran KiuFunza alongside LearnImpact for a decade. In 2025, the Council adopted the framework as a budgeted line item — funded from its own treasury allocation, with LearnImpact remaining as evidence partner.

Hempel Foundation funds SOMA on the explicit basis that the programme is designed for government adoption at endline — and that the funder's grant will conclude when the cost data lands on the Ministry's desk.

For funders

Fund evidence, not just outputs.

We are looking for funders who treat us as a research partner: who fund pre-registered trials, who tolerate null results, and who measure success by what we hand over to government.
